ISTANBUL PPP WEEK TRAINING 2015

36 delegates from 19 countries were hosted in 3 Days Exclusive Training and 11 of them made Country Presentations, in which the delegates talked about the challenges, needs and opportunities and country-wide potentials for their citizens value. They explained their PPP institutional and legal framework and we stated to sort out some important patterns and compared with completed PPP Projects for future success.

  • This helped the group to understand the current situations and plans of the countries more appropriately. It also enhanced the learning effect from each other.
 
Bosnia-Herzegovina

Bosnia has a potential in Energy; Power plants (Small, medium, large scale projects), Transportation; Highway, corridor Vc, Railways,Environment protection; Waste management, Education; Vocational training, Business infrastructure; Brownfield locations, Industrial zones and in Toplification (Central heating plants). Bosnian government formed the PPP law and adopted in 9 Cantons. Bosnia and Herzegovina has also some PPP projects which were successfully completed.

Gabon

In 2010, The Government of Gabon has requested BECHTEL to develop an Infrastructure Plan. The Plan prioritizes investment and development needs, including: Transportation, Energy, Housing, Telecommunication and Utility Infrastructure. In 2012 the formation of the Gabonese strategic investment fund was established and in September 2015, the Government of Gabon has taken an order to establish a PPP Bureau. There are some ongoing PPP transportation projects in Gabon. In future, Gabon is enthusiaistic to increase its PPP potentials and investments.

Indonesia

Government of Indonesia is committed to maintain the momentum of investment friendly environment and is exploring all options in encouraging private participation in infrastructure. Opportunities are widely open for international business entity and Indonesian partner in infrastructure development in Indonesia, i.e. consultancy, EPC (Engineering, Procurement and Construction), supplier, investment, insurance, etc. 

Indonesia has completed various PPP projects and lessons learnt shows that each and every PPP project is unique and needs to be developed distinctively. The Government of Indonesia still needs to create an enabling environment for a simpler PPP process and project structure in order to accelerate the project preparation process, transaction process, enhance the bankability, and reduce the transaction cost.

Jordan

Jordan’s PPP program is still at an early stage of development. A new PPP law passed in Nov. 2014 and a PPP unit got activated, the new PPP program also includes a PPP guidebook and standard documents. Finally a PPP unit website was developed. Jordan has various areas to build PPP projects such as: transportation, industry, environment, and energy. There are not any projects completed in the past but Jordan developed some early projects to become life in the near future.

Kazakhstan

Kazakhstan created the law “On Public-Private Partnership” (since 2015) and formed the Kazakhstan PPP Center. Main projects include highways, railways, airports, industrial infrastructure, exploration infrastructure, export promotion and infrastructure of quality. Kazakhstan has already completed some PPP projects in the past and there are more PPP projects that are currently on a constructing phrase. Recently, President Nazarbayev has prohibited the use of financial resources from the National Fund for the construction of new facilities, as well as support, subsidizing poorly performing enterprises.

Kenya

In 2011, Government of Kenya adopted a PPP Policy that articulated and underscored the Government’s commitment to PPPs and laid the foundation for an enabling environment for attracting private sector partners in financing and managing infrastructure services. Kenya has a lot of sectors to use PPP and also completed so many PPP projects in the past. The Country is operating many other PPP projects recently and looking forward to improve their PPP experience.

Kuwait

By advancing the PPP law, Kuwait (116/2014) fixed shortfalls in the old Law (7/2008) that were hindering the procurement of PPP projects. The new PPP Law governs effectively all the aspects of tendering and implementing a PPP project. In the past 10 years, the region has witnessed numerous PPPs that achieved resounding success particularly in the power, water/wastewater, solid waste management, and real estate sectors. Recently, Kuwait is creating many other PPP projects and improves its PPP experience.

Nigeria

The president of Nigeria states that they have a huge infrastructure deficit for which they require foreign capital and expertise to supplement whatever resources they can marshal at home. In essence, they seek public private partnerships in their quest for enhanced capital and expertise. Nigeria experienced many PPP projects and also they continue to build new PPPs in various areas.

Poland

The Act of 28 July 2005 on public-private partnership was the first Polish piece of legislation fully dedicated to the PPP. Then after many developments, Poland clarified the Public Procurement Law (Journal of Laws of 2010 No 113 item 759); „The Public Procurement Act” and created a working act for PPP programs to improve their PPP experience. Between the years 2009-2014 Poland completed many PPP projects and signed 82 new PPPs.

Qatar

Currently Qatar does not have a PPP Law and PPP processes and procedures are not set out. PPP projects are mainly limited to energy, oil & gas sectors (Based on 2004 Energy Law). Qatar wants to develop the institutional and legislative PPP framework to initiate several PPP project in different sectors. Work is ongoing and to be completed in mid 2016. Also Qatar tries to improve their PPP policies and framework.

Republic of Albania

Starting from 1991 Albania developed legal frameworks about partnerships, in 2013. The Law 125/2013, “On Concessions and Public Private Partnerships” got accepted and decision of the Council of Ministers 575/2013 ”On approval of rules for evaluation and concession / public private partnership” was declared. The latest amendments on the PPP Law have facilitate and shorten the time procedure for awarding a PPP Contract. A state commission shall take the project from the idea to the contract awarding by cutting the long procedures and achieving a fast results on the PPP Projects. Albania has already completed some PPP projects in the past and there are more PPP projects that are currently in process.
