New selective course called “Megaprojects” has been opened at Bahçeşehir University in 2017-2018 Fall Semester. Eyüp Vural Aydın, Ph.D, Chairman of Istanbul PPPCoE, started delivering his first PPP lecture to students. Since the centre was established it was one of the primary aims to open up a PPP study program in one of the well known Universities in Turkey. The first step towards this aim has been realized in cooperation of Istanbul PPPCoE and Bahçeşehir University.

The main objective of the selective course “Megaproject” is to examine the role of the private sector in the provision of public services. At the end of the course, the selection, shaping and evaluating of public-private sector partnership model’s contribution to service delivery will be examined. It is aimed that advising students on three intertwined basic issues.


  • When are PPP projects implemented? When should they be implemented?
  • Planning: How does PPP work? How should it work?
  • Evaluating: how does PPP perform? How should be the performance of PPP?


During the course many examples of PPP will be discussed and applied for the problems of public policy. Through case studies, exchange of opinions in the decision-making process for environmental projects will be discussed, conflicts, as well as effects of the transport, water, health care projects on economic growth investigated.
